How will the public sector deal with reducing budgets in the future? How can it best deliver public services? Public sector organisations have already proved that they can achieve savings of 10-30% when they put large contracts out to competitive tender. There were no adverse effects on the quality of the services delivered to the public.

It seems likely that competition will play an increasing role in the achievement of public sector policy targets while at the same time reducing public debt. Public sector organisations will have to further develop their commissioning services role. This means outsourcing the delivery of public services to whatever organisations public, private or voluntary can best deliver them.
